Download this patch & install http://packages.ubuntu.com/edgy/libs/tzdata
After installation verify if your machine is ready for the new DST time changes in 2007
# zdump -v EST5EDT|grep 2007
# /usr/sbin/zdump -v /etc/localtime|grep 2007
